If the Gen 2 alarm panel is turned on and the battery still show 0% please check the following.
On page 11/27 of the user manual, please check to ensure that the backup battery switch on the alarm panel has been turned on as per the diagram below?

Gen 2 Display Panel is plugged in but the battery is still at 0%
